Use the STATE column to define an admin, who will have the following global permissions:

  • edit/delete archives of everyone
  • create and edit Labels/Categories

When editing, we need to select the labeltype (or maybe category?) first, then show all relevant labels, or the selection menu will be too full and maybe someday two labeltypes will share a label name?
