change exec path to /usr/bin in i2pd.service 
CMakeLists.txt already installs i2pd to CMAKE_INSTALL_BINDIR, which is normally
/usr/bin.

Change i2pd.service to match the behavior of cmake build script.

3ceb64db2e 1. Use EWMA for stream RTT estimation; 
2. Drop window size by 10% instead of 50% in case of resend.

Change is based on code by onon.
